Ecological Utopia: Callenbach’s Prescience and Practicality

Imagine a point when society becomes strained to the breaking point due to toxic pollution, over-militarization, and severe political dysfunction. Imagine a vigorous environmental movement that gains not only political strength but enough dedicated citizens concentrated in the Pacific northwest to secede from the United States and form a new nation dedicated to sustainable development and preserving the earth’s environment. This is the setting of Ernest Callenbach’s visionary novel Ecotopia (1975). Like Aldous Huxley’s Island (1962), Ecotopia is one of a handful of precursors to contemporary climate fiction and for this reason alone warrants attention.

The novel is set twenty years after the formation of Ecotopia, a new nation consisting of portions of Northern California, Oregon, and Washington. Ecotopia is cut off from the United States and suffers from periodic attacks by the US military, all of which have been rebuffed. Within the United States, little is known about Ecotopia’s society, and so rumors run wild until Ecotopia agrees to allow a US newspaper’s investigative reporter name Will Weston into the country to conduct interviews and write articles reporting on all aspects of Ecotopian society. The novel alternates between Weston’s journal entries narrating his experiences and Weston’s newspaper articles explaining Ecotopian society. The journal entries and the articles form counterpoints, revealing Weston’s culture shock and the tension between his feelings of nationalist loyalty to the USA and his admiration for Ecotopia’s civilization.

According to Malcolm Margolin, Ecotopia was born from Callenbach’s thoughts on how to solve a sewage problem. And indeed, the novel contains Weston’s lengthy explanation of how the Ecotopian nation instituted “a stable-state” food cycle in which “all food wastes, sewage and garbage were turned into organic fertilizer and applied to the land, where it would again enter into the food production cycle” (p. 19). Their sustainable system is the polar opposite of the “disposal” system (p. 19) of dumping waste into the environment (e.g. buried in landfills or sluiced into waterways) that were common in the mid-20th century and still predominate in 2026. Callenbach’s practical mindset and his interest in solving seemingly intractable problems is why the novel’s ecotopian society features so many solutions to what Callenbach ultimately saw as problems with very practical solutions: “learn how things work, become skillful at fixing things, cooperate with your neighbors, master the arts of social organization, learn to live with contradictions” (p. xv).

Bio-plastics and biodegradable “plastic” packaging are another practical solution to a seemingly intractable problem the consequences of which have been obvious for over 50 years and which are now coming home to roost in the form of nanoplastics found in human brain tissue. The use of bioplastics is framed in the novel both as an environmental sustainability issue and as a national sovereignty issue (p. 80). One of the interesting aspects of how Callenbach imagines some of these bioplastics as having a defined lifespan of one month, after which they would decompose “when exposed to the sun’s ultraviolet rays” (p. 81), while he also imagines very “durable plastics” that are “virtually decay-proof” until they are buried in soil full of special micro-organisms that fit a specially-engineered chemical keyhole designed into those durable bioplastics, which then begin to decay. In both cases, the bioplastics that decompose are then “recycled onto the land” (p. 82).

Originally published in 1975, Ernest Callenbach’s prescient novel Ecotopia was reissued in a 40th anniversary edition in 2015 and then as part of The Complete Ecotopia in 2021, which also featured the prequel Ecotopia Emerging and some accompanying essays. I would recommend the 2021 collection for those who want a more complete look at Callenbach’s vision, particularly because the foreword by Malcolm Margolin provides useful historical context about Callenbach’s background and the influence of Berkeley in the 1960s and 70s. And also because the two retrospective essays by Callenbach offer insight into his aims and creative process. Regarding the novel’s impact, Margolin notes that “it is credited with having inspired the formation of the Green Party in Germany and significant movements in Japan, Denmark, and elsewhere,” not to mention being assigned in university courses and selling well-enough to be re-released in anniversary editions.

Eco-fiction or climate fiction novels tend to imagine various types of utopian futures and communities. Ecotopia’s version of a utopian enclave is probably worth comparing to those of other books read by this book club, including Huxley’s Island, J. G.Ballard’s The Drowned World, Margaret Atwood’s Oryx and Crake, and Octavia Butler’s Parable of the Sower. Across these various novels, we see a wide range of imagined futures, some utopian and some dystopian; some communities fully developed and others either still nascent or already failing. These creative visions of possible futures enable people today to imagine the possibilities and plan the technologies and public policies that we should either avoid or embrace, and in this way play a crucial role in our development.
